- The bill never made any real progress.
2016 in Review
In 2016, the state came nearer to passing a law that would legalize and oversee online poker than it ever has before. However, by the time California’s legislative session finished in August, no bill had passed.

A tribal alliance led by Pechanga and Agua Caliente was pushing for a ten-year ban against PokerStars and parent company Amaya. PokerStars itself, alongside in-state partners such as the Morongo and San Manuel tribes and Commerce, Bicycle, and Hawaiian Gardens cardrooms, wanted controllers to make the decision but seemed ready to accept a five-year penalty or the option of paying $20 million.
It was the best an online poker bill had ever gone in the state. The Ex-lawmaker Adam Gray, the author of the bill, initiated modifications supporting a 5-year prohibition for persons that took bets in California after December 31, 2006. Depending on how they interpreted the language in the modifications, it may have also comprised a lifetime prohibition for operators that did the same.
Neither side appears happy with it. PokerStars went from calling the tribal alliance obstructionists to blocking the online poker bill itself.

Two online poker bills were announced in February 2014.
